[Localization] Memorize: wiki page vs. Pootle

The inicial division was due to the fact that some activities were
concidered
''untouchable''..i mean that they could not be  move out from the builds ,
But this criteria has changed over time an as sayamindu says the division is
becoming more fuzzy everyday..

Why don't we have only two categories ?

XO-core and extras?.
