The ISO 639-1 code for Fula appears to be "ff",

Ibraahiima, there appears not to exist a keyboard layout for Fula in Xorg,

Creating a keyboard layout is not very difficult; is there a description of the keyboard layout that you have already created for Windows? (that is, what key produces which character).
