[Localization] Locale definition file for Kreyole

Hello,
Thanks to the efforts of Bastien, we have a glibc locale data file for
Kreyole (attached to the mail). Please review it if possible. I'll be
posting it for inclusion in Fedora glibc sometime during this week.
