[Localization] Arabic Open Bugs in 8.2.0

Hi Khaled,

Thanks a lot for following up on this.

I am looking for a python/sugar developer to help with this.

There is some concern that it will be such a big change that it will 
destabilize the release. That's a risk as we close to the "must fix 
only" code freeze and this could be interpreted as a new feature. In 
short, there's risk that we wont be able to resolve and include these.

Tomeu, Marco or Simon,

Can you look at #7800 and #6800. Let me know how hard it would be to 
resolve the issue Khaled raises on #7800. Also, let me know if you have 
any concerns about including the code related to #6800.

If you have to stop working on something else to do this scoping (or the 
work itself), can you give me a list of bug IDs that you would not get 
to if we do this instead?

Let me know if that is not clear or you have any comments or concerns. 
Also, ask Khaled for more details on those two bugs as needed.
