[Localization] Self-Introduction / French translation

I forgot to ask : On
http://dev.laptop.org/git.do?p=sugar;a=tree;f=po;h=49381ba9881926f748d069041c192be8cd9885d8;hb=HEAD , the PO files aren't the same in each language : on each files, there's different msgid. Isn't it a bit ... strange ? How does this work ?
Which one should I take as a template to translate into french ?
