In 8.2.0,
bundle/contentbundle.py installs in env.get_user_library_path() , which 
is os.path.expanduser('~/Library').

I don't know what user Sugar runs as on Ubuntu.
Can you run Sugar Control Panel's Software Update dialog?

As an alternative, I think you can still put library content in 
/usr/share/sugar/activities and the library-common/make_index.py script 
will add it to the OLPC library on the home page (does that even exist 
in Sugar on Ubuntu?).
