I would suggest doing a master page which includes the subpages as
templates. You can add
"<includeonly>[[pagename#section|...]]</includeonly><noinclude>" and
"</noinclude> around everything but section headers and maybe first
paragraphs in the subpages. Then the master page will have the TOC. Only
problem is putting in all those include-related tags - I don't know how much
of a python guru you are, but if manually is too hard, a quick script to do
the job should be under an hour's work.
