[Etoys] New OggPlugin (for windows)

Hi Karl,

I built new OggPlugin.

It should solve the VM crash bug with large sound data. Even if you give vorbis
a huge sound, the plugin divides it into small chunks before encoding/decoding.
It also makes performance better, so I'll test it linux and mac
platform with new
source code later.
