Emergency Moderation

A temporary emergency moderation mode is in effect on
devel at lists.laptop.org while we look for ways to combat a recent
pattern of transmission of spam.

The pattern being exploited is mail to the mailing lists with forged
sender addresses matching people who are subscribers, or on the list
of automatically approved posters.

This caused several people to be unsubscribed from the mailing list
because of the _downstream_ bounce; mail from the mailing list server
to the individuals was bounced at SMTP level by the individuals' mail
server.
