13.1.0 schedule update

Hi,

Just wanted to point out some recent modifications to the 13.1.0 schedule:

We now go into regression-fixes-only mode on December 3rd, and the
final release date is set for January 7th 2013.

So there is a week left for pushing those opportunistic
bugfixes/translation updates in Sugar activities and other components;
from that point onwards we'll clamp down and only ship important
regression fixes.
