12.1.0 Fedora update inclusion process

Hi,

A couple of people asked about how to build updated Fedora packages
for 12.1.0, especially with respect to which fedora branches to use,
how/when to build for ARM, etc. So we've documented:

In short: you can do the Fedora mainline (x86) packaging if you like,
but you're welcome to leave it to us(Peter + me). ARM packaging should
be left to Peter in all cases.


This applies only for updated RPM packages that are already part of
Fedora. (the situation should already be clearer for other cases, yell
if it's not!)
