11.3.1 development build 31 for XO-1.75

I am testing the camera on 1.75-31 in Turtle Art. There is an artifact
I had not noticed before: what seems to be a funny timing problem with
the AGC? The top 25-50% of the image is darker than the bottom 50-75%
of the image (with an occasional frame all darker. Darker in this case
appear to be AGC working properly.

Could be my very broken gstreamer capture code rather than anything in
the driver.
