13.1.0 development build 1 released

The first development build of 13.1.0 is available. This is our first
published F18-based image and includes new Sugar-0.97. The XO-1.75
sugar packages are a bit behind - feel free to yum update them (they
just got built), or wait a few days for the next build.

Bug/testing reports accepted and appreciated - either on the
appropriate trac, or on this list.

Known bugs which you don't need to file (yet):
- Any graphical weirdness on XO-1.5 (#12053)
- Any graphical weirdness or performance issues on XO-1.75 (#12054)
- Any graphical weirdness on XO-1 (#12044)
- No boot animation (#12042)

Fixed issues:
#12055 OFW should sanity-check size of .zd files before starting to write them
#11972 add olpc user to lock group for Arduino package compatibility
#11375 Restore OLPC-branded "Search OLPC"
