[PATCH olpc-os-builder 11/14] Increase size of /tmp and /var/tmp to make yum work

I've now tried "yum update" (with about a week worth of updates, some
ten to twenty packages) and "yum install gdb" with /tmp and /var/tmp
reduced to 30MB (from 50MB in olpc-os-builder). I didn't notice any
error that I believe to have been caused by running out of space on the
tmpfsen. (The only error that occurred was during the logrotate update
and reproducible in a second run.)

As a result, we're dropping this patch for Dextrose 3.
