Unfortunately this doesn't work.

Files such as /etc/shadow and /etc/gshadow are now installed from
Fedora with permissions 000.

rsyncd on updates.laptop.org runs as non-root, hence cannot read these files:
rsync: send_files failed to open "root/etc/gshadow" (in
build-11.2.0_xo1.5-14): Permission denied (13)

We could fix this by making these files have permissions 400 in the
image, or by making rsyncd run as root on updates.laptop.org.
