os-builder: could we roll a 1.3.1?

I've re-reviewed the patches. Some more reasons that a potential 1.3.1
is safe to recommend:

 - Many changes are in oats_cfg and custom_scripts, which are not used
for 10.1.x builds

 - Changes to osbuilder.py are in oob_config interpolation support,
skipping .rpmsave files, and adding /bin and /sbin to the path.

Happy to leave the "bump initial disk image size to 4G" patch out as
it might impact ext3 metadata stuff subtly.
