New F13-arm build os16

The "olpc-os-builder cleanup, new activities" build.

We leave behind the heavily-patched OOB used for earlier builds.
Recent developments (kernel rpms, olpc-utils) have removed the need
for the most serious hacks, so our OOB changes are light and clear:

Additionally, I've updated the configuration to request activities for
Sugar v0.88

Changelog:

* Has all the goodies from recent 11.2.0 series builds -- among them...
   - root partition is ext4
   - sets hostname correctly on first boot

* Some activity updates as we now request activities matching Sugar 0.88
   - Chat 70
   - ImageViewer 17
   - Read 86 (downgrade from 87 - maybe tagged wrong @ ASLO)
   - Write 74
