New F13-arm build os13

The "sound of reboot" build.

Changelog:

* Audio playback works with current OFW (Q4A16). Update OFW, perform a full
poweroff (a soft-reboot does not clear audio registers), then test with
aplay /usr/share/sound/alsa/*

In earlier builds, audio playback would only work with Q4A13F. Thanks to
Lennert for the quick turnaround on this.

* reboot actually reboots -- thanks to a workaround to #11008

Note:

* Early boot kernel debugging is enabled to help diagnose #10991 -

To install:

ok fs-update ext:\os13.zd
