New F13-arm build os12

Changelog:

* Early boot kernel debugging is now actually enabled - just like os11
promised (but didn't do). We still hope to understand #10991

* Updated olpc-runin-tests to v0.11-2

* Audio works... only when paired with Q3A13F - see #11013
