localpkg helper script for fedpkg

I often do local builds with fedpkg like so:

  fedpkg srpm
  rpmbuild --rebuild foo.rpm

Wouldn't it be nice if fedpkg could provide a target equivalent to the
old Makefile.common target "local"?
