Wikipedia English and Spanish in 10.1.2

Yes, that's correct.  I'm not sure of the reason, but I expect it is
because support was desired for both English and Spanish speaking
populations.

We wouldn't expect a deployment to include it in a customised build
unless they had a language based need for it.
