Where should I put my public_rpms for 10.1.3 ?

Yes, using the public_rpms will work. They will end up under the name of 
dsd then [1]. Mind that you have to use ~martin/public_rpms and not 
~martin/public_html/public_rpms but I am sure you know this already :)
