Proposed communication protocol between Host and EC for 1.75

In 1.75 we don't have an LPC bus so we need to create a method for host 
and EC to communicate.  They are connected via a SPI bus.    Here's the 
start of a write up for that interface and a comm protocol.  Comments 
and suggestions welcome.
