Idle-suspend a little too intrusive to user experience?

Related testing of this defect can be found in #9535, although that is
with a shared activity already running.  In #9895 we're also considering
preventing idle suspend while in ad-hoc configuration.  In #9545 there's
a lag in Neighborhood View reported.
