We could talk about this with the GNOME Foundation's board, they have
interest in pushing GNOME in developing countries. But the most they
could do (AFAIK) is motivating contributors to give some attention to
the issues we care about, but not more.

If anybody wants to take ownership of this area, I can give contacts
and introduce them to the board.
