I think our current system made sense temporarily at the time it was
introduced, but now we should switch to what Martin is suggesting,
which in my experience is how the rest of the universe works. It is
also the approach used previously by OLPC when there was a larger
engineering team, and worked well (though trac in general was the
subject of continuous refinement, of course).
