setting the locale ?

I did not receive any responses, but have now applied a change myself :

The symptom was that 'locale -a' showed only two pre-defined locales.

As a brute-force fix, I populated /usr/lib/locale with the appropriate
files.  That got rid of those "cannot change locale" warnings.
