Rotation on VX855 saga

Thanks to Jon Nettleton and James Cameron for chasing the rotation
glitches all the way down to the root last night.

So now we need  a bit of help

 - dsd, pgf, do you think you can look at the viafb patches, and think
through the olpc-dcon vs ofw (who should un-freeze) situation?

 - Mitch - does the OFW change make sense, or will it make other OSs
explode? IOW, who is responsible for dcon-unfreeze on the resume
codepath?

 - pgf, I'll craft a workaround patch for you to review (re #10453)
