The goal from the beginning has been to minimize cost-of-entry to
develop applications for our platform.  Requiring that people set up
bugzilla in order to receive bug reports is a high bar!  Requiring
that they have an email address is not.

By all means let's make our emails integrate nicely with bug reporting
systems -- all sane bug trackers have an email gateway.  But let's not
turn the horse tail first by forcing all our activity authors to
implement the same or similar bug trackers.
