"fake" X11 input driver?

well, i guess my question isn't really about the "fake" driver in
xorg.conf, but the real one in the server.

the xorg.conf file on the XO has no "traditional" stanzas for
pointer and keyboard.  this means there's no place to put options
for things like "ctrl:nocaps" or "emulate3buttons".

is there a way to get the equivalent functionality some other
way?  (i've tried xmodmap, with no success.  which also surprises
me.)
