"Could not activate this XO" error

There does seem to be a need for a "Quick start" autoreinstall
directions at the top of the page, since there is a lot of detail on
the existing page and many people seem to be missing critical points,
or assuming that the files they have are recent enough.  I'd
appreciate help from a volunteer who have gotten activation to work
for them to write this, since I might be too close to the process to
really understand what is giving people problems.
