Note that this has actually changed in the last couple of weeks. New
bugs now have a default milestone of 'Untriaged'.

The milestone should *never* be changed from 'Untriaged' by a person
submitting a bug, unless she is also the bug's owner (i.e. will fix the
bug herself).

Bug owners are free to change the milestone on their bugs if they feel
reasonably confident they can resolve the bug by a certain milestone.
Other than that, please leave milestone assignment to the core team, who
try to have a wider view of the priorities for each individual build.
