mjpeg is literally a series of jpeg still frames, so I would suspect
not.  This site also implies that it is unencumbered:

mjpeg was also very popular for editing video before DV took off because
of its relatively low cpu requirements.  It was also very convenient
because one could choose quality in terms of "kb per frame," with around
30 representing low quality and 200 representing high quality.  With
smaller frame sizes (editing at 160x120 would probably still be ok) it
might be possible to push the size down even further.
