updated GStreamer RPMs

Has this been proposed somewhere?  I don't think I agree with it.
I don't disagree strongly, but just enough that I'll stop someone
from talking about it as if it's already been decided.  ;-)

(My reason for disagreeing is the standard progress vs. support
dichotomy.  I'd rather we kept the base OS as a known quantity
but worked really hard on things like performance.)
