[Community] Financing XO Laptops Using Luxury / Fat Tax

I have idea about co-operation with various governments in Developed countries (USA, Japan, Europe, Russia) on Luxury / Fat Tax.

If someone buy luxury items such as expensive cars with large engine (gas guzzler), expensive house, expensive boat/yacht, expensive paintings, expensive horse they must pay luxury tax of 1%. Other 1% fat tax: fast food, tobacco, liquor, expensive restaurants.

Part of the 1% tax will be given to OLPC for financing laptops for children in poor, developing countries.

Is this idea possible?
