A bit late response but I'll post for the archives.

You don't need a converter.  The external power supplies are rated for 
both 120V and 220V operation.  All thats needed is adapter to convert to 
the plug type of the country.

Yes.  The AC ext power supplies are 18W devices.  When both running the 
XO and charging a battery the maximum draw is under 18W.
