Because during the many late night hacking sessions when I first setup the
phpbb2 forum, I was selected the wrong timezone... and missed by a wide
margin. I had honestly not noticed that until you pointed it out. Woops!

As mentioned, it is user customizable. I've changed the global setting to be
-7 Pacific time, where the server is hosted.
