Right. The problem is with this line:

Destination     Gateway     Genmask  

default            *         0.0.0.0   

The second field shouldn't be all zeroes; that means that, despite having an IP address and a DNS server, the network code doesn't know what the "next hop" is to send packets to.

Try

route add default 209.112.163.4 

That should cause packets to leave the XO headed for the other end of your ppp tunnel...
