Comment:

 Thanks.  The bug in Sugar which blocks the language control panel when
 .i18n is empty was fixed after 0.106.0, refer to Sugar Labs ticket 4868 if
 you'd like to patch it in a deployment.  A forced power down is the most
 likely cause; metadata about file creation would have been recorded in the
 filesystem journal, but the data in the file may not have been flushed to
 storage.  Please re-open the ticket if you can reproduce it, and include
 full .mfg-data output.
