 Copy my comment from #11709 here:

 I saw this again in a xo-4 with os34 (13.1.0)

 Nothing in shell.log. While when the problem started, I had the Terminal
 activity running, and a ssh session opened from another computer,
 disconnecting the session and closing Terminal didn't solve the problem.

 I started dbus-monitor and no messages were sent. Looking at the code, is
 like SessionManager never send 'shutdown_completed' signal.
