 When the EC says it is charging a NiMH battery (solid orange LED), the
 NiMH battery is being supplied current (typically ~1.5 A) and generating
 heat.

 When the EC says it is cooling, the NiMH battery charging logic has sensed
 the battery reached 45C without showing signs that it is fully charged,
 but does not want the battery to overheat.  It therefore sets the charging
 current to 0 A, shows the orange charging LED but blinks it once every ~3
 seconds, and waits until the battery reaches 40C before clearing cooling
 status and starting the charging current again.
