 The design of the "Documents" view in the Sugar journal was that it would
 only show when the directory exists, so that it doesn't show up as
 confusing non-functionality on Sugar-only builds.

 For some reason, on 12.1.0 and 13.1.0, /home/olpc/Documents is created on
 first boot - maybe invoked by Sugar somehow - which breaks that earlier
 assumption.
