Comment:

 i've implemented common runin code to support "no-foo" files for all the
 "runin-foo" scripts.  also implemented a global "pause", which causes most
 (all but battery?) tests to quiesce at their next major loop.

 the pause flag is removed at runin startup, so "touch pause; edit some
 files, reconfigure the system; touch force; reboot" is reasonable
 workflow.

 should be in next runin release.
