When I upgraded to 12.1.0 I had the USB drive plugged in before starting
booting and the update went fine. When I tried to go to 13.1.0, the drive
did not get mounted. However replugging it while at the OK openfirmware
prompt did get it mounted and let me successfully upgrade to 13.1.0.

When booting to the OS, the drive was mounted even when plugged in before
 starting the boot.
