 I am pretty certain that the camera is off.

 Powerd seems to look for the line in /proc/interrupts with cafe-ccic in
 it.  This line also has mmc0 and CAFE NAND.

 One possibility (if the camera isn't running while powered off) is that
 disk activity is causing the increase in interrupts.  The interrupt rate
 while idle seems to be ~44 interrupts/second (~2600/minute).
