 on 13.1.0 os6, this line increments by 468 or 416 ints/10 sec, without
 camera in use.

 i'm thinking the solution is to either ignore camera busy-ness when
 deciding to suspend, or expose the internal frame counter (or similar) to
 provide a new busy-ness indicator.
