On a kernel where MMC runtime PM is present and working (needs something
newer than 3.0), setting the MMC_CAP_POWER_OFF_CARD flag on the host will
result in power being removed to the wifi SDIO card when the network
interface is brought down in Linux (the libertas driver has integration
 with runtime power management).

Last time I tested this, the poweroff/poweron routines were unreliable,
and similar results have been found by other users of the 8686 hardware.
e.g. see the thread titled "mmc: sdio: runtime PM and 8686 problems"
