 The Sugar Keyboard settings dialog is back in 12.1.0 os8, but still has no
 knowledge of XO keyboards, as well as our custom approach to configuring
 them.

 This was removed from the previous release branch (#10631).

 Either we should remove it again, or make it more applicable to XO builds.
