 powerd reads /proc/bus/usb to simply and quickly determine if device which
 should inhibit suspend is currently present on the laptop.

 /proc/bus/usb is deprecated, so it's not mounted by default.

 we'll either need to mount it, or reimplement the powerd detection code.
