 Is NM_CONTROLLED used by anything other than NM? (i.e. I'm not sure if
 this flag matters at all)

 ONBOOT=no - well, if the user doesn't choose to use the XS standard
 networking, it is up to them to configure the network as they see fit. I
 don't think we can make assumptions that certain interfaces should be
 activated by default in this scenario.
